EU executive officials have vowed to streamline administrative barriers to facilitate the deployment of European armies and tanks throughout Europe, describing it as "a critical safeguard for EU defence".

Defence Necessity

The strategic deployment strategy unveiled by the European Commission represents a campaign to guarantee Europe is ready to defend itself by 2030, aligning with evaluations from intelligence agencies that the Russian Federation could realistically strike an EU member state within five years.

Existing Obstacles

If an army attempted today to relocate from a Mediterranean shipping terminal to the EU's border areas with neighboring countries, it would face significant obstacles and setbacks, according to EU officials.

• Bridges that lack capacity for the weight of military vehicles
• Underground routes that are inadequately sized to support defence equipment
• Track gauges that are inadequately broad for military specifications
• Administrative procedures regarding employment rules and import procedures

Bureaucratic Challenges

No fewer than one EU member state demands month-and-a-half preparation time for border-crossing army deployments, differing significantly from the target of a three-day border procedure pledged by EU countries in 2024.

"Were a crossing lacks capacity for a large military transport, we have a problem. Were a landing strip is insufficiently long for a military freighter, we lack capability to reinforce our troops," stated the bloc's top diplomat.

Army Transport Area

EU officials want to create a "army transport zone", meaning military forces can travel across the EU's open borders region as easily as regular people.

Key proposals include:

• Crisis mechanism for international defence movements
• Preferential treatment for defence vehicles on transport networks
• Waivers from standard regulations such as mandatory rest periods
• Expedited border controls for equipment and defence materials

Network Improvements

Bloc representatives have selected a priority list of 500 bridges, tunnels, roads, ports and airports that need to be strengthened to support armoured vehicle movements, at an estimated cost of approximately 100bn EUR.

Budget appropriation for army deployment has been designated in the proposed EU long-term budget for 2028 to 2034, with a significant boost in investment to seventeen point six billion EUR.

Military Partnership

The majority of European nations are alliance partners and pledged in June to allocate a significant portion of national wealth on military, including a substantial segment to safeguard essential facilities and ensure defence preparedness.

EU officials confirmed that member states could employ available bloc resources for infrastructure to guarantee their road and rail systems were appropriately configured to military needs.
